1 “Open education is a learning environment accessible to anyone” (Moore & Butcher, 2016) Introduction In response to strong membership interest in OER, OCUL formed an OER Working Group in the Fall of 2016. The group was tasked with developing a white paper, providing an environmental scan of current activities across OCUL institutions, as well as a list of recommendations for the consortium and member libraries.
