I'd like to get this working, but Postgres doesn't like having the WHERE clause in this type of insert.

  INSERT INTO keys(name, value) VALUES
    ('blah', 'true')
  WHERE NOT EXISTS (
    SELECT 1 FROM keys WHERE name='blah'
  );
