Uncaught ReferenceError: jQuery is not defined

I have implemented some JavaScript on my site but I keep getting the following error messages:

Uncaught ReferenceError: jQuery is not defined

and

Uncaught SyntaxError: Unexpected token <

This is the JavaScript that I am using in the header.php:
